Levels 2 and 3 as proposed are meaningless. They assume the school itself is some sort of virus-free zone inside the community. It's the opposite, anything in the community will be hyper-concentrated, within the schools. /2

All of these wanky metrics for 'opening up' partially or wholly in a pandemic have failed, globally. It's like having a shark attack at one end of a beach, but swimmers in the water at the other end, because the 'shark is over there, not here'. /end
