I can't comment much on Bathurst issues, but see this mistake all the time. 'Management' of local government i.e. full-time Council staff, don't make the big decisions about what happens in a town. Those decisions are made by elected councillors, and are then implemented by Council staff. When a Council is 'sacked' it's the elected councillors who are sacked, for this same reason. Not the Council staff.
