Quotas for women in powerful positions is one of those test cases for different worldviews. Those who believe everything should be decided by 'merit' hate quotas. I think the merit stuff is complete rubbish. The people who use it as an argument nearly always have quotas of their own, but they're just not called that. They appoint people to jobs on the basis of all sorts of personal reasons - good mates, part of a network of private school buddies, a man etc. It's like the idea of free markets in general. A total and utter fantasy. 'Affirmative action' is just action, to counter-balance the actions of others, who act in ways contrary to justice.
