BoJo doesn’t want big lockdowns because it might damage the Economy. Because that’s bullshit, the virus is now teaching him humility. He wanted local lockdowns instead. They don’t work, and on top of that he now has to try to negotiate individual lockdowns with every town and city in the UK. It’s a total shambles.
