Saw a lot of this sort of thing after the storms in Bathurst, with truckloads of abuse for Council staff. The 'nature strip' or verge (road reserve) is indeed Council land, and sometimes it plants trees there. If those fall over, Council is responsible for cleaning up the mess and taking it away. If the homeowner has planted trees in the nature strip and a storm damages them, it's their responsibility to have it cleared away - it's not a Council tree. Technically they shouldn't even be gardening in that strip, it's not their land, though Councils tend to allow it within reason, because it can improve the look and function of a street.
