The US democratic fallacy winds up again. Create a big crowd and delude yourself this means 'democracy' at work. Everything 'public' looks like a gig. Societies are never, ever run by the people. 'People power' is a myth. The US is failing as a society because it lives inside these myths and refuses to understand them. It's a myth not because people are stupid, but because it isn't even a thing. Populations are full of almost endlessly diverse groupings with very little to nothing in common. 'The people' is like saying all the people you went to high school with are some sort of unified group mind. It's the belief that the people run America that produced Trump. Putty in his hands, that just means gaming popularity (elections). Basic marketing, not 'the will of the people'.
