Overheard somebody saying that 'red tape' is slowing the handing out of bushfire donations to victims. That red tape is likely just working out some mechanism to hand the bloody stuff out, including figuring out who should actually qualify to get it, and how much. Straya can be such a stupid place sometimes, the almost total ignorance of how the place works is what drove the orgy of donations in the first place, often for things that weren't even needed. The same stupidty now wonders why it's so hard to spend the cash.
