Only catastrophes change people and their societies and cultures. Without them they just default to pissing contests for status. It will take this sort of ongoing disruption to our ‘cost of living’ to wake people up to the fact that fossil fuels are the problem. Except it won’t wake them up, they’ll die in a status ditch of their own making.
