I've spent an adult lifetime studying technology and social change. The idea a status quo can 'manage' the implementation of a technological revolution (like AI) is laughable. The technology will overflow all of that nonsense, and smash the status quo. That's what the first Industrial Revolution did. This one is MUCH bigger.
