Are you an Andre? Senior managers appoint more senior managers to offload the shit parts of their own jobs they don't want to deal with. (Wave to Lithgow Council.) Job ads are a good guide here, most senior jobs will tell you what the shit work is in an organisation somebody more senior doesn't want to do any more. Similarly, I'm yet to see an organisational restructure that wasn't just about senior people shifting work they don't want onto other people.
