Most of what we call democracy is actually the Welfare State maintaining 'social security'. Without that life would be brutal and violent. The UK was one of the inventors of the Welfare State, and did it in the middle of World War 2, when the population was under extreme pressure because of the war effort. Sir William Beveridge authored the report. What we call democracy is really old monarchies, with institutions introduced to repair the damage caused by catastrophes and relieve pressures caused by social inequality. Not a movement led by the people.
