NSW the only State not to do this. What possible justification can people provide for not monitoring average speed? Been in place for trucks for years. The car lobby will suggest ‘driving to the conditions’ (i.e. using public roads as race tracks) and more driver training. Pilots are trained much more than drivers, and have to follow a lot more rules.
