Every year they change the rules in F1 to try to make the racing interesting. It never works because the rich and powerful in the sport always have the money to make best use of the rules and regulations. So F1 actually looks just like society as a whole. A tiny few winning everything, using all the rules and regulations to their best advantage. And the rest can get stuffed. Unless you address inequality, nothing changes.
