Imagine if trains, buses and planes ignored rules. It rarely happens, those forms of mass transport are strongly regulated in multiple ways. 95% of drivers I see on the road ignore speed limits and other rules all the time. As a mass transport option, cars and motorbikes in their current form are on the way out, I think this sort of stuff is just fiddling at the edges.
