The Melanesians built runways in the early 20th century, hoping they would bring Western aeroplanes full of more of the Western goods they'd come to love. Cargo cults. Bathurst raised its dam wall thinking it would drought-proof the town; lots of towns and conservative politicians think that, that dams will somehow create water. We laugh at the Melanesians.
