In the eternal battle of who feels too hot and who feels too cold in the workplace, you have to default to making the people who feel too hot more comfortable. The people who feel too cold have a range of easy measures to use to feel warmer, like dressing more warmly. Those who feel too hot have nothing. In my experience this is the opposite to the decision made in most offices. The 'too cold' crowd make the loudest noise and are the most intolerant of discomfort.
